Art. 2. De uitgaven zijn aanrekenbaar op de begroting van de FOD Binnenlandse Zaken, sectie 13, organisatieafdeling 55 van het activiteitenprogramma 21, basisallocatie 33.00.01.
Art. 2. Les dépenses sont imputables au budget du SPF Intérieur, section 13, division organique 55, du programme d'activités 21, allocation de base 33.00.01.
Art. 3. Een overeenkomst afgesloten tussen de Dienst Vreemdelingenzaken en de begunstigde bepaalt de modaliteiten en de wijze waarop het gebruik van de subsidie wordt verantwoord.
Art. 3. Une convention conclue entre l'Office des Etrangers et le bénéficiaire règle les modalités et la manière dont l'utilisation de la subvention est justifiée.
Art. 4. De wijze van besteding van de subsidie, de monitoring, de controle, de rapportering en evaluatie worden beheerst door de regels vastgelegd in de Beschikking nr. 575/2007/EG van het Europees Parlement en de Raad van 23 mei 2007, hun uitvoeringsbepalingen, de instructies van de Europese Commissie en de bepalingen in de Beheers- en Controlesystemen. De Dienst Vreemdelingenzaken is de verantwoordelijke autoriteit belast met de opvolging en de eerstelijnscontrole van de projecten.
Art. 4. Les modalités d'affectation de la subvention, le suivi, le contrôle, les rapports et l'évaluation sont gérés par les règles prévues par la Décision européenne n° 575/2007/CE du Parlement européen et du Conseil du 23 mai 2007, leurs modalités d'exécution, les instructions de la Commission européenne et les dispositions des Systèmes de Gestion et de Contrôle. L'Office des Etrangers est l'autorité responsable chargée du suivi et du contrôle de première ligne des projets.
Art. 5. De begunstigden zijn aansprakelijk voor de eventuele terugvorderingen van de Europese Commissie of van de verantwoordelijke autoriteit, indien vastgesteld wordt dat de uitvoering van het project niet voldoet aan de bepalingen zoals vermeld in artikel 4.
Art. 5. Les bénéficiaires sont responsables des éventuels recouvrements de la Commission européenne ou de l'autorité responsable, s'il est constaté que l'exécution du projet ne satisfait pas aux conditions prévues à l'article 4.
Art. 6. De Staatssecretaris voor Migratie- en asielbeleid is belast met de uitvoering van dit besluit.
Art. 6. Le Secrétaire d'Etat à la Politique de migration et d'asile est chargé de l'exécution du présent arrêté.
